This is called an “interactive film” back in the 80s and 90s. This particular style is also called a “full-motion video game” back then, or FMV game for short. There are a lot of this kind of “video games” on Sega CD and some on Sega Saturn. I still have a lot of the disks in the back, unfortunately none of them survived the test of time.
